FTA has recently published a statement on the “new methodology” to calculate normal value for countries where significant distortions to prices exist. FTA argues that while the Council proposal was very constructive and demonstrates a nice compromise among member states, the European Parliament’s proposal is undermining the Council’s achievements.
FTA considers that the Parliament’s position:
- introduces new criteria that are problematical for EU importers, including onward processors; and
- may not be legally enforceable.
In this statement, FTA urges the Parliament to reassess its proposal so that it meets wider approval and is WTO compatible.
